A keyboard layout controls how you enter characters. A display language controls interface text; changing one does not necessarily change the other.
Windows starting point
Microsoft documents language and keyboard settings under Settings → Time & language → Language & region. Choose the language and keyboard options available on your device, then follow the current support instructions to add or switch layouts.
Check your Bengali text
Type a short test in a document, copy it into another application and check that the characters remain readable. Use a Bengali-capable font when the characters appear as empty boxes.
